This is one idea that keeps coming back. Lets explore it.
Mount Apo is surrounded by three LGUs in North Cotabato, three LGUs in Davao del Sur and Davao City. But as observed, the more LGUs the lesser focus was given to the peculiar needs of the communities and the environmental challenges within and around the park. This is understandable in view of the many socio-cultural and political concerns that these LGUs have to address within their respective jurisdictions. With divided attention, each LGU partly delivers the needed services to the communities near Mt. Apo and leaves so much to be desired.
Under this setting, the idea of a separate LGU around Mt. Apo is worth exploring due to the potential it may bring in terms of unified focus and attention to the peculiarity of the upland communities and the environmental significance Mt. Apo. It can also give flesh to the real empowerment of the indigenous people within and around the park. With a new separate LGU around Mt. Apo, the protection, preservation and development of Mt. Apo and its people can be given fresh, unified and focused attention.
There are obstacles to this idea. Existing LGUs may not support another separate Mt. Apo municipality for it may mean reduction of their land area and revenue. The desire for political dominance and control may also cause resistance to the creation of another LGU around Mt. Apo. Even lingering doubts as to the direction and future of the a new municipality can pull down the momentum of the idea. But these obstacles must be welcomed for it can sharpen the rough edges of a vision and test clearly whether an idea has arrived on time.
It takes only one good spark to ignite the future. Lets keep this idea burning. A tribal LGU around Mt. Apo? Why not?
