MAFI-ASSA Amends HSFAP Financial Assistance
The Mount Apo Foundation, Inc.-Assisted Secondary Schools Association (MAFI-ASSA), a group of 17 school administrators and the strong partner of MAFI in the implementation of High School Financial Assistance Project (HSFAP), had recently amended the policy in granting financial assistance to HSFAP-beneficiary schools.According to Mr. Ruben G. Elman, the MAFI-ASSA president, the new policy will totally answer the dark area of the financial assistance project which is frequently raised among the PTAs in the member schools under the coverage area of MAFI’s HSFAP project.
In the previous school years, MAFI’s financial assistance to the students in 17 high schools generally awarded to the whole student populace in the amount of P190.00 per student. The total policy redirection will be implemented starting S.Y. 2011-2012. It takes into the consideration of the limited fund of MAFI, the inevitable increasing number of students, and the result of the study conducted by the University of Southern Mindanao Research Department formerly headed by Mrs. Cely Purugganan.The USM study entitled “ Perceived Factors Affecting the Dropping Out of Students in MAFI Financially Assisted High School” conducted two years ago directly pointed out the poor economic condition of the students as the biggest contributory factor for dropping out or slowing down of interest to study.
MAFI Executive Director, Atty. Ermelo N. Libre, who supports the new scheme, also reinforced the observation of Mr. Elman citing that the policy shift is a product a very dynamic organization who met a policy time exponent. The policy which was made in the past is no longer effective in the present situation and demands a change to adapt to the current condition and to effectively carry out the lifeblood of the organization and its services. Under the new policy in HSFAP, the beneficiary school will select students that are members of the Poorest of the Poor (PoP) in the community which shall be processed and shortlisted by a Selection Committee created by the school. The selected PoP beneficiary-students, which approximately represent 30% of the whole student populace, will enjoy the privilege of “Zero Collection” from the legal fees collected by the school.
A total of P490.00 per student will be financially assisted by the new HSFAP policy every year. The assistance shoulder’s payment of every PoP student in PTA supportat P150, SBO support - P25.00, Student Athletics support P25, Student Club, Organizations support P125.00, Home- Room Organization support P50.00 and Other Student Services support -P115. The new HSFAP policy also maintains its financial assistance and support for the whole studentry in the following items; 1. Student First Aid Medicine, 2. Student Accident Assistance and 3. Student Identification Cards for 1st years and transferees.
