1990-1999 Milestones

January 1992

- DENR issued an Environmental Compliance Certificate (ECC) to the Philippine National Oil Company-Energy Development Corp (PNOC-EDC) for the construction of a geothermal energy project in Mindanao Geothermal Production Field in Mt. Apo. It was the first time that an ECC was required and issued to a corporation. - President Fidel V. Ramos instructed the PNOC, EDC to donate P4M to MAFI to serve as seed money for its operation.

June 1993

The MAFI office was opened in Davao City

January 1993

- Stakeholders signed a Memorandum of Agreement (MOA) that provided for the formation of a multisectoral management group (MSMG) for the effective development of Mt. Apo and its upland dwellers. - MAFI was established as a legal entity to manage the Environmental Tribal Welfare Trust Fund (ETWTF). Its trust fund became a model of the Department of Energy’s Benefits Fund under Energy Regulation 1-94 required for all energy projects.

April 1994

The MAFI office was transferred to Kidapawan City, Cotabato Province for close coordination with its tribal and upland dweller partners and beneficiaries.

December 1995

MAFI scholars won championship trophy in a tribal dance contest during the Kolivuungan Festival of the Municipality of Kidapawan, Cotabato

March 1997

PNOC-EDC started the commercial operation of its Mindanao 1 Geothermal Plan (M1GP). It commenced funding of ETWTF.

November 1997

The stewardship of MAFI was turned over to local stakeholders for more effective program implementation and management
